The variants of application of alternative materials by production of automobile trailers for operation in climatic conditions of Russia are considered. The efficiency of the proposed materials is achieved due to the ease of construction, excellent corrosion resistance, simplicity and environmental friendliness of production and operation. The paper also compares the physical and mechanical properties of metals and their composite substitutes. As the results of the analysis of these data show, and the existing experience of the practical use of polymeric materials, they have serious advantages over the previously used materials. Almost of the product of PKM in no way inferior designs made of metals. This is explained as the constant improvement of the properties of composite materials, and their higher level of technological production not only structural elements of the lining of trailers, but also the power elements of the supporting structure.

In the paper, an algorithm is described for the analytical construction of the trajectory of a motor vehicle when it hits a side cable fence (oblique impact of a car in a cable road fence) based on the results of full-scale tests.

The construction of such a trajectory makes it possible to study the movement of an automobile vehicle faster, in comparison with the construction and calculation of an FEM model, for example, according to two main factors of the internal safety of the driver/passenger:– the influence of the safety belt;– the need to operate the airbag.The conducted tests of cable fencing make conclusions about the internal safety of the driver / passenger in general, without specifying the aspects of the work of each of the factors of internal security.The proposed modeling facilitates the work on assessing the performance of internal security factors, and also helps to verify the correctness of the developed FEM model.

Task of the submitted article is confirmation of a possibility of replacement of materials of bearings of sliding in couples of friction of internal combustion engines. For what service conditions of concrete couple of friction have been revealed, and values of various factors influencing operating conditions of bearings of sliding – radical and conrod necks of a bent shaft and working surfaces of radical and connecting rods are defined. On the basis of the obtained data the polymeric material conforming to all to the established requirements of ensuring highly effective work of such couples of friction has been picked up. Special attention has been paid to detection of advantages of polymeric material before traditionally used details from metal. Constant improvement of physic mechanical properties of composite polymeric materials, increase in their strength parameters, and the most important higher level of wear resistance in relation to metal details, provides a real possibility of carrying out experimental works on production of separate details or completely steam of friction from polymeric materials.

The strength of the wheels of motor vehicles (ATS) largely determines their safety. Numerous cases of road accidents, man-made accidents with severe consequences were caused by the destruction of the wheels of the PBX. In this connection automobile wheels are subjected to obligatory certification tests at different types of loadings, and their installation on the vehicle demands obligatory obtaining of the certificate of conformity. The source of destruction always are cracks appearing in the wheel of the car and quickly developing during overloads. Cracks can occur due to accumulation of fatigue damages and under impact of shock loadings. Thus, the destruction of the wheel occurs either when the resource is exhausted, or when exposed to overload. The behavior of the wheel under different types of loading depends on the design, material and manufacturing technology of the wheel. Thus, when designing wheels, it is important to consider all these factors. After the construction of the wheel are subjected to a bench test programme and conditions, applicable regulatory requirements and design analysis is usually performed by the so-called poster loading. These conditions are contained in various regulations, which are determined mainly by the purpose of the wheels. The article analyzes the existing methods of testing the wheels of cars for fatigue and impact.

This paper discusses starter-generator as one of the most promising options for vehicle’s fuel economy improvement, emission reduction, and increasing the power of power supply system. The types of starter-generators, their main functions and mild hybrid concept are reviewed. Also, main types of brushless electric machines for starter-generator application, their benefits and drawbacks are discussed and compared here.

This research is devoted to the issue of improving of the efficiency of road construction machines on the example of front loaders. When using a front loaders with a telescopic boom, there is a risk of loss of stability which can lead to emergencies. The visual inspection carried out by the operator of a loader, in such cases, is not a guarantee of keeping a front loader in a stable condition. In this article some prerequisites for the creation of an automatic control system (ACS) for the working process of front loader with lifting working equipment are presented. Such system will allow to monitor the working process of front loaders during operation which will ensure the trouble-free operation and determine the optimal trajectory of load’s movement. A generalized algorithm of movements of front loader and the concept of the future system of automatic stability control are given.

The article examines the results of a comparative study of the regulatory framework for the training of drivers of vehicles equipped with devices for special lights and sound signals in the international sphere (for example, of Great Britain and the countries of North and South America) in the framework of the state assignment from 22.02.2017 № 27.4287.2017/НМ by order the Ministry of Education and Science of the Russian Federation.

This article takes a look at public costs and benefits, generated by the application of road traffic safety measures and methods. It describes the cost-benefit analysis approach to evaluating their effectiveness. The article defines the nexus of political decisions concerning road traffic safety, measures taken, methods applied, and results achieved. It elaborates on the correlation between reduced number of dead, injured and material damages, on the one hand, and increased public welfare, on the other.

The problems of ensuring road safety affect the interests of virtually every Vietnamese resident. The research tasks include the identification of problems and the development of measures to improve road safety in Vietnam. At the same time, special attention is paid to route passenger transport, which largely influences the road accident of the country. The article shows the state of traffic in the transport network in Vietnam, which have many acute problems of road safety; indicators. Measures to prevent accidents on the roads of the country, which were called by the respondents – taxi drivers; the proposed method of expert assessments for conducting research, which is one of the most important methods of collecting information, and most importantly, its analysis, a defense from a multitude of properties of objects and their interrelationships; as a result of achieving a ranked number of causes that affect the occurrence of an accident.

The article provides an overview of existing works and studies confirming the existence of theoretical and experimental basis for the creation of unmanned vehicles. The main problems associated with environmental pollution by harmful emissions released during the operation of road transport are formulated. The ways of solving these problems are briefly analyzed. The list of harmful substances, the impact of which on the human body poses a threat to his life and health, is presented. Detailed description of the negative consequences of the contact of machine drivers with carcinogenic substances present in the air of the working area. A simulation of the risk of death from cancer, which is exposed to the driver of a special vehicle throughout the length of service, at different concentrations of carcinogenic substances in the cab. The maximum values of these concentrations do not exceed the established values of MPC in the air of the working area. The results of modeling performed using Risk Assistant program are presented in the form of graphical dependencies. The creation and commissioning of an unmanned airfield distribution agent will allow leveling the estimated risk. The work emphasizes the possibility of ensuring environmental human security through the use of unmanned special vehicles.

Article is devoted to a research of current problems and obstacles in the system of development of personnel domestic the enterprises. The author has designated relevance and the practical importance of a subject. Interpretations of the term "development of personnel" at a number of authors are studied and author's definition is developed. Tendencies in practice of training of personnel of the Russian organizations are analyzed. An attempt of generalization of barriers in development and realization of actions for development of personnel in the Russian companies is made. The conclusion is drawn that the main condition of effective system of development of personnel is the high level of motivation of all labor collective, including the head, and Wednesday, favorable for innovations.

The article considers the problem of the irrational aspect of consumer choice, considers elements that affect the irrationality of the consumer. Analyzed rational and irrational choice of the consumer, in the context of its use in advertising. The urgency of the problem for the development of the behavioral economy is substantiated, the subject of the behavioral economy is considered. Two approaches to the problem are presented: economic science and marketing – illuminating the irrational basis of consumer choice and distortions arising in the process of its fulfillment. An analysis of the individual's different perception of information is divided into supraminal (conscious) and subliminal (unconscious). The mechanism of the action of advertising capable of manipulating the choice of the consumer, which is considered in two cognitive systems of the individual: the first acts on the basis of biological instincts, the second cognitive system is responsible for a long, consistent and rational analysis of the situation and planning. Article is devoted to a research of a problem of ensuring an economic safety in regions of the Russian Federation. As development of economy of Russia depends on development of regions, it is necessary to analyse not only external and internal threats of an economic safety, but also the economic indicators influencing further development of industries of these regions.

In particular, in this article indicators of an economic safety of regions on the example of two areas of the Russian Federation are considered. Consequences of influence not only climate and seasonality, but also an investment component and external economic factors on indicators of an economic safety are stated, need of development of transport infrastructure, increase in level of living, social and economic development of the Magadan region and the Sakha (Yakutia) Republic is proved.

In an analysis result of indicators of an economic safety it is revealed that the main threats of an economic safety of the considered regions are insufficient investment into fixed capital, backward transport infrastructure and conditionality of the transport system severe climate and seasonality.

For reflection of threats of an economic safety of the considered regions it is necessary to carry out the tasks set in the Scheme of complex development of productive forces, transport and power industry of the Sakha (Yakutia) Republic till 2020. Besides, the most important condition of overcoming threats is completion of a construction of a start-up complex of Tommot – Nizhny Bestyakh. A necessary condition for the economic growth of regions is diversification of economy and overcoming criminal manifestations in industries.

The article analyzes the role of small business entities in the overall structure of the economic entities of the Russian Federation. The criteria for classifying economic entities as subjects of small business are considered. The changes in the basic criteria of small enterprises in recent years and their grouping into such types as microenterprises, small and medium ones are considered. The structure of small business entities in the context of dividing them into legal entities and individual entrepreneurs is analyzed. The analysis of tax payments of small businesses with the use of such special tax regimes as a simplified taxation system, a single tax on imputed income and a single agricultural tax for the period 2012-2016. The following statistical research methods were used: grouping of data, calculation of generalizing indicators (absolute, relative values), construction of series of dynamics. The study allows us to conclude that despite the quantitative increase in a number of indicators, the potential of small business entities is not fully utilized and does not receive the support of the state that could stimulate economic growth.

The article deals with the history of entrepreneurship and the impact of public policy on entrepreneurial activity in the context of globalization and Informatization of the economy. The authors identify the stages of formation of world and Russian entrepreneurship on the basis of theories of entrepreneurship, assess the business environment, analyze the development of small and medium-sized businesses in Russia and the world. The role of entrepreneurship in the economy is formulated. In addition, the authors identify the features of the current state of entrepreneurship and problems that impede its further improvement. The logical outcome of the study was the conclusion that the prospects for the development of small and medium-sized businesses in Russia depend on the state and legal support of entrepreneurs in the modernization of industrial production, overcoming infrastructure deficiencies, reforming social institutions, increasing productivity, structural adjustment.

While considering the lecture form of educational process still relevant, authors analyze its pros and cons in detail and simultaneously raise a question of finding new forms and technical capabilities of adapting existing active teaching methods to this form of training

The degree of prevalence of the English borrowings is an indictor of adaptation of the Russian students to the new social and economic transformations. This is an indicator of students’ reaction to the “cultural trauma” caused both by destructive and constructive changes. We can see that the peculiarities of the language culture of students are able to exert a creative influence on the virtues of the young people, the content and form of communication and the intentionality of which often have a contradictory character.

In practice of introduction of complex ГТО the use of him with the purpose of harmonious and all-round development of personality the most difficult direction, as in most an accent is done on physical preparation, on development of corresponding physical qualities for implementation of the set and accepted norms. Shown, that realization of these directions of the use of ГТО maybe at application of playing method, as one of the most attractive and natural method of physical and personality development of children and young people. Possibilities of the use open up in the process of preparation to implementation of norms of ГТО to that end traditional movable games, not competition co-operative games, folk games, innovative and socially-oriented games. Shown, that various games can be the component of different holidays, festivals, forums etc., and the playing programs made from these games by independent direction of extracurricular activity.

In the middle of the 2010th years the tendency of change of quality of the arriving entrants in the highest military educational institutions RVSN has appeared. The higher military school osushchetsvlyat educational activity in the conditions of activization of cognitive activity which continues to remain in the field of a faculty initiative, at the same time the problem of scientific justification of involvement of cadets for collaboration with the faculty in management of educational process remains. Proceeding from told the higher military school of RVSN can draw a conclusion on importance of a question of activization of an informative deyatelsnost in educational system. A subject of article is studying of results of researches in the field of activization of cognitive activity of students in educational institutions of the higher and secondary professional education, at comprehensive schools. Studying of results of dissertation researches was made with use of a method of information search and "A technique of the automated analysis of scientific works on the basis of a standard Microsoft Office package". It has been revealed that the number of the dissertation works performed at the higher military school is about 3% of total of the surveyed theses. It is shown that at the higher military school of RVSN development and deployment of a technique of activization of cognitive activity of cadets – a way of growth of quality of educational process, a condition of development of the identity of the cadet.

In the article, based on the conducted studies, it is pointed out that in the context of the adoption of weapons and equipment based on digital technologies and achievements in their combat application, the problem of the quality of military training for students is being updated. The servicemen of the reserve must be ready for reproductive and creative activity during the entire period of their existence as part of the mobilization reserve and the mobilization human resource. With the use of the method of spiral-cyclical periodization, intellectual and spiritual discontinuities in the military preparation of students, which appeared when the socio-historical conditions changed, were first identified.

It is pointed out that there is no complete system of values for students – reserve officers. The problem of the methodology of the quality of military training of students is considered in the process of research of the Soviet fading cycle and the Russian growing cycle of military training in the periods of the birth and formation of the national military school, based on the criteria "intellect-spirituality", "personality-education-status-income" as a transition from the doctrine of method to the doctrine of the organization of activity. It is revealed that the novelty of solutions in the growing cycle of military training is associated with the application of the principles of the identity of the individual and the state, the contract draft system of manning the reserve military. The tendencies favorably influencing the formation of a new methodology for the quality of military training of students are revealed: cohesion, stability in the social factor, moral and labor qualities, value orientations of the individual. They are embodied in the readiness to defend the Motherland. It is established that the military departments have the best intellectual conditions for the selection of students than the military training centers and military educational institutions, since the acquisition of the variable correlates with the quality of the selection of students for universities. During the formation of the national military school of the Ministry of Defense of Russia, the quality of military training of students is regulated by the quality of the educational process of the university, which allows students to be selected for military departments with a higher level of continuity of knowledge and the spiritual and moral state of the individual.

The article substantiates the defining role and importance of the course of General military disciplines in the system of military training of students, which is the main tool in the formation of their high professional and moral qualities of the soldier, highly demanded not only in the military, but also in all other spheres of activity of the individual, society and the state. The results of the conducted researches (experiments) and experience of military service of reserve officers – graduates of military departments during their conscription into military service in 2000–2010 are summarized. G., confirmed the ineffectiveness of the existing in the system of military training of students of long-term practice of traditional passing the course of military disciplines, actualizing the problem of its comprehensive qualitative improvement. To solve this problem developed and proposed a systematic approach to improving the efficiency and quality of military training of students, providing for holistic and interrelated development and improvement of the main components of such training: legal, substantive, organizational, methodological, scientific, technological, control, motivational, educational, personnel, economic. Priorities in development and improvement of each component are defined, innovative forms of complex training of students of military departments are offered – integrated tactical-special training tasks (CTAS) and complex group exercises that enhance the efficiency and quality of passing their course General-military training disciplines and formation on this basis the relevant requirements of the modern demands a deep knowledge, confidence and practical skills in the performance of the entire spectrum of responsibilities for official purpose in the real conditions of daily and combat activities. In conclusions it is specified that the offered approach defines the General strategy of development and improvement of system of military training of students. Its implementation will objectively contribute to the solution of the problem, opens wide opportunities for scientific research in this area, together defining at the same time and a common strategy to improve the quality parameters of the functioning of the entire system in the interests of national security of the Russian Federation in the face of growing dangers and threats to the modern world.
