The article analyzes the SAET test program in 2020 as part of the independent safety rating of new cars Euro NCAP. Tests of SAET with functions of collision prevention with pedestrians and cyclists are considered. New test scenarios of SAET are presented when the car turns towards a pedestrian crossing the road, when the car is moving in reverse, when the cyclist leaves areas that are not visible. Starting from 2020, the final evaluation of the SITE is calculated taking into account the weighting coefficient of each type of test. An analysis of the conditions for testing runs is given.
Use for data transmission of CAN BUS which is widely applied in robotics, an avia and automotive industry in management systems to data exchange between microcontrollers, thanks to the simplicity and reliability now is considered.
It is revealed that CAN_API.dll software, compiled in the Microsoft Visual Studio (MVS) does not work with TDM-GCC-64 Matlab/Simulink because of different approach in names of the dll functions according to the standard C ++ 11. To fix this problem recompile of dll in the TDM-GCC-64 environment under Windows which only the dll developer can execute is required.
The optimum choice for implementation of data transmission with Simulink on stands with electroactuators on CAN BUS is use of adapters of TITAN ELECTRONICS INC which allow to realize the frequency of exchange of 100 Hz and above for 6 axis platforms.
The way of information compression and fall forward of exchange twice due to byte-by-byte entering of two float values in the data field with use of identical values of object identificators of control for two cylinders and the subsequent their division in the program of microcontrollers of cylinders is offered.
The program of transfer/data exchange with Simulink on control devices of stands for which best value of quantization is chc=280 is developed. All this together allows to realize the frequency of exchange of f=100 of Hz and also acceptable time of modeling is higher.Issues of transport construction

In article the main directions on modernization of the motor transportation and road branches of rather digital technologies are considered and also the perspective connected with this process which reflects complexity of development of digital technologies on the example of the Russian Federation was analysed.
Development of transport infrastructure in the Russian Federation directly depends on the general economic state in the country. Now development of a transport segment of Russia is a complex action which includes planned modernization of all transport elements. The strategy of development for transport infrastructure is focused on the fourth technological revolution and has a direct bearing on digital technologies and the latest technological developments.
The presented research is based on collected statistical material which, in turn, reflects degree of development of the motor transportation industry in Russia.

The authors suggest that the spots are responsible for a phenomenon called "pareidolia." The name comes from the Greek words para “near, near; deviation from anything ”and eidolon“ image ”and means the ability to perceive ordinary objects as familiar images, in particular faces. The article assumes that the image of the face in painting also activates brain cells, which are responsible not only for recognition, but also for creative abilities.
Currently, there is a zone of singularity, a zone of instability, mismatch and conflict of various systems and subsystems, nonlinearly increasing concentration and severity of crises that threaten the existence of humankind. In the post-singular phase of human development, society must find a way for sustainable development, supporting mechanisms to compensate for possible crises until the next singularity, which is inevitable. Modern global nonlinear development processes occurring at all levels of the organization of matter give rise to catastrophic strategic instability, uncertainty and unpredictability of scenarios of the future state of the world, from which humanity will have to find or construct the optimal ways that ensure sustainable development. In the XXI century, the concepts of the World System and the “world of people”, “humanity” coincide in many respects and constitute relative integrity and dynamic stability, due to the many different connections and relations between its components.
The article deals with the problem of the need to form fundamentally new worldviews. The need is caused by the clearly perceived crisis of the idea of globalization, which was based on the idea of a dialogue of cultures, but with an obvious presumption of Western European culture as a paradigm. In modern culture, in the Western European theoretical environment, ideas about the revision of the history of philosophy are formed and conceptualized from the standpoint of recognizing the entire diversity of historical philosophical traditions as equal and equally affecting the cultural development of mankind. In the history of philosophy, there is an experience of comparative philosophy, which, while trying to correct traditional world representations, nevertheless considered non-Western traditions of thought activity as secondary. The Russian history of philosophy traditionally focuses on dialogue, but not in the logical, characteristic of the Western European tradition, but in a phenomenological interpretation. The Russian tradition of dialogue implies a direct exchange between cultural universals, which actually corresponds to the modern concept of polylogue. Synergetic worldview, which is relevant today, implies mutual penetration, interaction, and the formation of innovative cultural universals, which is possible only in a polylogical, in a state of constant formation, essentially creative space. The article discusses the most important institutes of science "Political Science": the political system, political and state regimes, democracy; analyzes the main trends in the state-political development of the countries of the former USSR (Russia's experience is beyond the scope of this study) during the formation of independent states, the experience of the establishment of political systems over the past 30 years. The author of the article made an attempt to give a general description of the types of political regimes of both participants in the CIS, Ukraine, Georgia, and the Baltic states; features of the political process of the former Soviet states in the realities of the beginning of the XXI century are shown. Political regimes in most post-Soviet states can be characterized as regimes of initial reversible democracy, transitional, hybrid, including signs of authoritarian, quasi-democratic, nationalistic types of politics and domination, which greatly complicates their classification as classical types of classification of Western political science theories.
