Abstract

The article analyzes the SAET test program in 2020 as part of the independent safety rating of new cars Euro NCAP. Tests of SAET with functions of collision prevention with pedestrians and cyclists are considered. New test scenarios of SAET are presented when the car turns towards a pedestrian crossing the road, when the car is moving in reverse, when the cyclist leaves areas that are not visible. Starting from 2020, the final evaluation of the SITE is calculated taking into account the weighting coefficient of each type of test. An analysis of the conditions for testing runs is given.

Abstract

Use for data transmission of CAN BUS which is widely applied in robotics, an avia and automotive industry in management systems to data exchange between microcontrollers, thanks to the simplicity and reliability now is considered.

It is revealed that CAN_API.dll software, compiled in the Microsoft Visual Studio (MVS) does not work with TDM-GCC-64 Matlab/Simulink because of different approach in names of the dll functions according to the standard C ++ 11. To fix this problem recompile of dll in the TDM-GCC-64 environment under Windows which only the dll developer can execute is required.

The optimum choice for implementation of data transmission with Simulink on stands with electroactuators on CAN BUS is use of adapters of TITAN ELECTRONICS INC which allow to realize the frequency of exchange of 100 Hz and above for 6 axis platforms.

The way of information compression and fall forward of exchange twice due to byte-by-byte entering of two float values in the data field with use of identical values of object identificators  of control for two cylinders and the subsequent their division in the program of microcontrollers of cylinders is offered.

The program of transfer/data exchange with Simulink on control devices of stands for which best value of quantization is chc=280 is developed. All this together allows to realize the frequency of exchange of f=100 of Hz and also acceptable time of modeling is higher.

Abstract
In this article discusses circuit solutions in the field of three-phase voltage inverters applicable to charging infrastructure and Autonomous power supply systems, including power plants that uses renewable sources of electric energy. Circuit designs of three-phase voltage inverters are defined their advantages and disadvantages are indicated, and the emphasis is placed on working with an asymmetric load. As part of this research was formed a complex mathematical model of a power plant in a specialized computer modeling application. For the purpose of comparative analysis of circuit designs of inverters were conducted computational studies.

Abstract
At the stage of operation of roads for various reasons, it is necessary to carry out major repairs of pavement. The most common way to restore the strength of pavements in practice is to strengthen them: laying new ones or replacing existing upper layers, in most cases from asphalt concrete. The thickness of the reinforcement layers is calculated based on information about the actual and required elastic moduli of the pavement. The article discusses a number of expression parameters for determining the required strength of flexible pavements according to the normative methodology in substantiating design decisions to strengthen them. The expression for determining the required modulus of elasticity does not take into account the way the pavement is tested, and also contains other inconsistencies with the general ideas about the work and calculation of flexible pavements. It is doubted that at present the required modulus of elasticity is assigned correctly. Arguments are given about the need to link the methods of testing pavement for strength and the appointment of the required strength at different stages of the life cycle of the road

Abstract
The article discusses the analysis of the transverse evenness of the road with the help of computer modeling. The use of this method involves less time-consuming resources and obtaining the most accurate results due to the lack of the need in carrying out the usual measures for measuring transverse evenness, suggesting the overlap of the movement and numerous measuring. These activities are dangerous as measurements are carried out directly with the participation of a work crew.  In addition to this, taking measurements in urban traffic can caused congestion and traffic jams. In this paper, an alternative method for measuring and analyzing the transverse evenness of a coating was researched. Based on a cloud of points resulting from research with the help of the using laser scanning, a digital coating model was simulated. Areas with unsatisfactory operational condition were identified and repair measures were appointed in accordance with the current relevant regulatory documentation.

Abstract
This article continues to consider the proposal to borrow the requirements for the strength of the subgrade, established in the catalog of typical road pavements of Germany, for the design of pavements in Russia. It is shown that it is impossible to fulfill foreign requirements for the minimum value of the deformation modulus on the subgrade surface when using the calculated values of the soil elasticity moduli used to calculate pavement. The approximate permissible boundary values of the optimum moisture content of clay soils in fractions of the yield strength have been analytically determined. The assessment of normative tolerances for the optimum moisture content of clay soils and the expected modulus of elasticity of soils, which can be provided during the construction of the subgrade, using domestic guidelines for the design of road pavements. It is shown that a more objective indicator of the quality control of compaction of the subgrade is not the mechanical characteristics of soils, for example, the deformation modulus or elastic modulus, but the standard compaction coefficient currently used in Russia

Abstract
This article discusses electroconductive cement concrete characteristics and suggests methods for using this material in the "warm roads" construction. It is proposed to use the heated pavement for snow and ice accelerated utilization during roads and streets winter maintenance. Recommended technology will help reduce the most expensive winter cleaning operations cost - loading, transporting and melting of snow mass. The authors experimentally selected stable electroconductive concrete mixtures with different conductor component contents. To prove the possibility of using electroconductive cement concrete as a road-building material the strength of samples was determined. Developed cement concrete composition variants with carbon addition, the results of compression and tensile tests and study of concrete electrical conductivity and the ability of this material to heat up are described.

Abstract
Calculation of such operational properties of vehicles as traction dynamics, braking efficiency, stability, controllability and smoothness of the ride, when designing their control systems, which include steering, anti-lock braking system, traction control, dynamic stabilization system, tire pressure regulation system, carried out using geometric parameters of tires. Experimental tire characterization is complex and time consuming. Among the reference data for tires are the outer diameter, static radius, rolling radius, nominal wheel load, nominal tire pressure, fit diameter and profile width. The authors developed a methodology for determining the dynamic radius of the wheel, the normal stiffness of the tire, the length of the contact spot and the internal volume of the tire. These parameters are used to solve problems such as the differential equation of motion, determining the coefficient of rotating masses, determining the equivalent stiffness of the suspension, modeling the stability and controllability properties, calculating the receiver volume for a tire pressure control system. As a result of the study, the ratios of free, static and dynamic radii, the degree of change in pressure in the tire when removing the static load from it, were established for various tire sizes, and the need to take into account the thickness of the tire when calculating its internal volume in a free state and under a static load was justified

This article discusses the possibility of reducing economic and time costs in the organization and conduct of scientific research using advances in 3-D technologies and the formation of the necessary properties of polymer composite materials by introducing additives that provide the necessary properties. The article also discusses the technological and production factors that affect not only the quality of the resulting silicone mold, but also the quality, or rather the accuracy of the geometric parameters of the casting itself.

Abstract
When designing motor vehicles, including heavy-duty special-purpose vehicles, performance characteristics such as traction dynamics and braking performance are evaluated. Modeling the process of acceleration and deceleration is reduced to the differential equation of motion, in order to solve which one should know the moment of inertia of the wheel relatively to its axis of rotation. It is known that the moment of inertia of a solid relative to a given axis is equal to the sum of the products of the masses of all its points by the squares of the distances to this axis. Therefore, previously there is a need to determine the mass of the wheel. However, the experimental determination of the mass characteristics of the wheels at the design stage is not always easy to realize. In this article a method of estimation calculation of the moment of inertia of an automobile wheel relatively to its axis of rotation is proposed. The wheel is represented as a summation of rim, tire and tire tube. In order to determine the inertial characteristics each of those elements is divided into bodies of a simpler form. In addition, the inertial characteristics of the air in the tire tube compressed to a nominal pressure were taken into account. In order to assess the adequacy of parameters calculated by the developed model, the thickness of the listed elements was experimentally established.

Abstract
The article considers the system of relations that arise in the process of implementing tax policy in the Russian Federation, and identifies the features of its implementation in the conditions of digitalization of the economy. The goals of the state tax policy are defined and systematized. The activity of the tax authorities of the Russian Federation for 2015-2019 is analyzed. The issues of changing the tax system of the Russian Federation and the tax control system under the influence of digital technologies (introduction of a tax on professional income, introduction of a national system of traceability of imported goods) are studied. Electronic government services in the field of taxation are considered, and the prospects and directions for further development and expansion of the electronic services used for taxpayers and tax authorities are determined. The role of digital technologies and their impact on the implementation of the tax policy of the Russian Federation is defined. A logical result of the study was the conclusion that digitalization of tax policy will ensure transparency, uniformity, efficiency of taxation and increase the investment attractiveness of the state.

Abstract

In article the main directions on modernization of the motor transportation and road branches of rather digital technologies are considered and also the perspective connected with this process which reflects complexity of development of digital technologies on the example of the Russian Federation was analysed.

Development of transport infrastructure in the Russian Federation directly depends on the general economic state in the country. Now development of a transport segment of Russia is a complex action which includes planned modernization of all transport elements. The strategy of development for transport infrastructure is focused on the fourth technological revolution and has a direct bearing on digital technologies and the latest technological developments.

The presented research is based on collected statistical material which, in turn, reflects degree of development of the motor transportation industry in Russia.

Abstract
This article deals with the world experience of using the technology of radio-frequency identification of vehicles RFID to consider the possibility of implementing this technology in the Russian Federation. The article describes the development prospects of a radio frequency identification system for solving problems of traffic management, considering road safety. The article examines the concept of radio frequency identification and its characteristic features. The functional capabilities of RFID are considered, including existing working systems in foreign countries in the form of driving toll sections of road without stopping, ensuring priority passage of intersections for public and special transport. The principle of the system and the elements used to implement this technology are also described. The possibility of implementing the system both locally and globally on the territory of the Russian Federation is identified and justified.

Understanding of mnogokomponentnosti health is actual for everybody, including for student young people, a health of which level in times of teaching in the institute of higher goes down. A health is the very difficult and many-sided phenomenon which the great number of various factors affects. In the article the most met is analysed in literature and widespread determinations of concept «health», in basis of which unity and harmony of, psychical and social his physical components. Attention applies on their dynamic quality and possibility of organism of man to adaptation due to samoorganizacii of the backup systems of organism, possibility to adapt to the constantly changing terms of existence of environment (in this research examined and to loadings). As a result of research drawn conclusion, that one of basic factors, determining a high individual health level, there is optimum motive (athletic-sporting) activity, thus directed not only on a maintainance but also on perfection of health, cooperant self-realization and creative development of personality for implementation publicly of meaningful functions

Abstract
Optimal motor (physical culture and sports) activity is aimed not only at preserving, but also at improving health. It should be carried out taking into account the individual functional state and adaptive capabilities of the cardiovascular system to the load, which is demonstrated by the results of the study among students of 1-3 courses of MADI. Based on a functional test with 20 sit-UPS (the Martine test), the dynamics of pulse recovery in students after exercise is graphically represented in comparison with the resting pulse. Despite the greater number of students with good and satisfactory adaptation to the load, almost a tenth of the study subjects had an unsatisfactory recovery of the pulse after the load - more than 3 minutes, and a third of students have a pulse at rest above the norm. Attention is drawn to the fact that students should be guided by the results of individual functional tests for motor (physical culture and sports) activity, when planning the construction of individual physical education classes and evaluating the effectiveness of the developed individual training programs. Based on the results of the study, students are given recommendations for cardio and strength training

Abstract
This article is about brain research. Recent developments in this area indicate the importance of the role of the cognizing subject and the inadequacy of the study of brain reactions. Often, the reaction of the brain to reality, the methods of its reflection of reality, lead to a dead end for many researchers. During one of the brain studies, it turned out that the main thing for primates to perceive the face is contrast. The eyes are always perceived as dark dips, the forehead and nose are lighter, therefore they appear bulging. Primates see a “face” even where an oval or a round object with a face-like arrangement of chiaroscuros is simply depicted. Researchers have noticed that almost all cells in a given area of the brain react in the same way, both in primates and in humans. These areas were called “facial spots,” there are six in each hemisphere of the brain in the temporal lobe.

The authors suggest that the spots are responsible for a phenomenon called "pareidolia." The name comes from the Greek words para “near, near; deviation from anything ”and eidolon“ image ”and means the ability to perceive ordinary objects as familiar images, in particular faces. The article assumes that the image of the face in painting also activates brain cells, which are responsible not only for recognition, but also for creative abilities.

Currently, there is a zone of singularity, a zone of instability, mismatch and conflict of various systems and subsystems, nonlinearly increasing concentration and severity of crises that threaten the existence of humankind. In the post-singular phase of human development, society must find a way for sustainable development, supporting mechanisms to compensate for possible crises until the next singularity, which is inevitable. Modern global nonlinear development processes occurring at all levels of the organization of matter give rise to catastrophic strategic instability, uncertainty and unpredictability of scenarios of the future state of the world, from which humanity will have to find or construct the optimal ways that ensure sustainable development. In the XXI century, the concepts of the World System and the “world of people”, “humanity” coincide in many respects and constitute relative integrity and dynamic stability, due to the many different connections and relations between its components.

Abstract

The article deals with the problem of the need to form fundamentally new worldviews. The need is caused by the clearly perceived crisis of the idea of globalization, which was based on the idea of a dialogue of cultures, but with an obvious presumption of Western European culture as a paradigm. In modern culture, in the Western European theoretical environment, ideas about the revision of the history of philosophy are formed and conceptualized from the standpoint of recognizing the entire diversity of historical philosophical traditions as equal and equally affecting the cultural development of mankind. In the history of philosophy, there is an experience of comparative philosophy, which, while trying to correct traditional world representations, nevertheless considered non-Western traditions of thought activity as secondary. The Russian history of philosophy traditionally focuses on dialogue, but not in the logical, characteristic of the Western European tradition, but in a phenomenological interpretation. The Russian tradition of dialogue implies a direct exchange between cultural universals, which actually corresponds to the modern concept of polylogue. Synergetic worldview, which is relevant today, implies mutual penetration, interaction, and the formation of innovative cultural universals, which is possible only in a polylogical, in a state of constant formation, essentially creative space. Keywords: history of philosophy, comparative philosophy, intercultural philosophy, universals of culture, dialogue, dialogue of cultures, polylogue. Synergetic worldview, which is relevant today, implies mutual penetration, interaction, and the formation of innovative cultural universals, which is possible only in a polylogical, in a state of constant formation, essentially creative space.

Abstract

The article discusses the most important institutes of science "Political Science": the political system, political and state regimes, democracy; analyzes the main trends in the state-political development of the countries of the former USSR (Russia's experience is beyond the scope of this study) during the formation of independent states, the experience of the establishment of political systems over the past 30 years. The author of the article made an attempt to give a general description of the types of political regimes of both participants in the CIS, Ukraine, Georgia, and the Baltic states; features of the political process of the former Soviet states in the realities of the beginning of the XXI century are shown. Political regimes in most post-Soviet states can be characterized as regimes of initial reversible democracy, transitional, hybrid, including signs of authoritarian, quasi-democratic, nationalistic types of politics and domination, which greatly complicates their classification as classical types of classification of Western political science theories.

The article is devoted to a socio-philosophical review of the ideology of market fundamentalism, considered through the lens of sacralization of ideas and texts of classical economic theory, first of all, the concepts of "free market" and "invisible hand of the market." The key provisions of market fundamentalism, its embodiment in the doctrine of "New Public Administration," as well as the most significant organization of market fundamentalists - the American Tea Party are considered. Market fundamentalism is compared with religious fundamentalism and is viewed in the context of globalization, the spread of the consumerist value system, and post-industrial, post-sectorial society. The article provides modern research on the problem of market fundamentalism and its comprehensive criticism.

Abstract
The article is devoted to the analysis of the key points of I. Kant's theory of knowledge. “Kopernikansky coup” by I. Kant, regarding the view of the place and role of the subject and object of cognition. The author notes, on the one hand, the influence on Kant of his predecessors, in particular, Hume and Descartes, and on the other, the originality of his epistemological concept. In the history of philosophy, I. Kant is a philosopher who created a completely new method of substantiating scientific knowledge. He called this method "critical." The author considers the critical method of I. Kant in different aыpects. He also dwells in more detail on the definition of space and time as an external and internal forms of feeling. It turns out that the sensory world or the world of phenomena perceived in the forms of space and time is supplemented by the non-spatial and timeless (intelligible, intelligible) world, which we cognize with the help of the concepts of our reason. We have a priori knowledge in the fields of both mathematics and metaphysics: mathematics is based on the concepts of space and time, and metaphysics is based on the concepts of reason. For the first time in the history of philosophy, in Critique of Pure Reason, Kant raises the question: how can we know something about things based on ideas. And this is the main question of Kant's theory of knowledge.
