Современное исследование показывает, что в Российском законодательством в области пассажирских перевозок лежит многоуровневая система нормативных правовых актов, элементами которой являются различные объекты регулирования, вместе с тем, критерии регулирования движения транспортных средств зависимости от наполненности пассажирами до настоящего времени в Российской Федерации не применяются. В статье рассматривается международный опыт введения ограничения или прекращения дорожного движения при эксплуатации автомобильного транспорта без пассажиров. Были выявлены недостатки существующих систем контроля за наполнением транспортных средств. Авторами предлагается ряд критериев, позволяющих ограничить (запретить) движения транспортных средств с различной наполненностью пассажирами. Решение выше указанной проблемы достигается за счёт использования соответствующих средств организации дорожного движения и дифференцированной платы за движение по дорогам.</p></abstract><trans-abstract xml:lang="en"><p>The relevance of this article is due not only to the solution of technological problems in the field of transportation of passengers, traffic management, but also to the issues of interpersonal social interaction. Modern research shows that in The Russian legislation in the field of passenger transport is a multi-level system of normative legal acts, the elements of which are different objects of regulation, however, the criteria for regulating the movement of vehicles depending on the occupancy of passengers so far in the Russian Federation are not applied. The article deals with the international experience of the restriction or termination of traffic in the operation of road transport without passengers. Was identified shortcomings of existing control systems for filling vehicles. The authors propose a number of criteria to limit (prohibit) the movement of vehicles with different occupancy of passengers.
