Статья посвящена актуальной проблеме влияния социально-политического положения в стране, межгосударственных отношений на принятие руководством страны решения об оказании военной помощи одному из государств, исходя из договора о дружбе и сотрудничестве между ними. Проблема исследована на примере влияния социально-политической обстановки, которая сложилась в Афганистане с 1973 по 1978 гг. Раскрыты противоречия афганского общества, цели и задачи конфронтации правительства и оппозиционных партий. Требовался повод, чтобы оппозиционные партии выступили с целью свержения М. Дауда и приступили к преобразованиям, направленным на демократическое развитие афганского общества. Апрельская революция в 1978 г. стала итогом противостояния правительства и оппозиции. Раскрыты противоречия, которые сформировались после Апрельской революции 1978 г. и привели к вводу 27 апреля 1979 г. в страну ограниченного контингента советских войск, причины и повод исполнения Советским Союзом договора о дружбе, добрососедстве и сотрудничестве с Афганистаном (1978 г.). В статье сформулированы уроки, извлечённые российским обществом, государством из событий Апрельской революции 1978 г. Оказание Советским Союзом финансовой, материальной, а затем военной помощи Афганистану выявили важность открытого информирования общества и мировой общественности о мерах, предпринимаемых государством, исходя из принципа необходимости и достаточности для обеспечения национальных интересов. Освещение в средствах массовой информации военных действий и отношение к ним общества подтвердили тот факт, что поддержка обществом вооружённых сил является фактором победы и одновременно устойчивого формирования ценностных ориентаций общества. Они позволяют государству уверенно вырабатывать внутреннюю и внешнюю политику в соответствии с Уставом ООН, в соответствии с которым предусматривается право любого государства обратиться к любому другому государству с просьбой о помощи против агрессии и получить её. Изучение студентами, которые обучаются по программам военной подготовки, и курсантами высших военно-учебных заведений афганского опыта чрезвычайно важно, поскольку на период становления высшей военной школы Минобороны России придётся время поиска молодыми офицерами запаса и кадра своей индивидуальности и ценностных установок.
The article is devoted to the actual problem of the influence of the socio-political situation in the country, interstate relations on the decision of the leadership to provide military assistance to one of the States, based on the Treaty of friendship and cooperation between them. The problem is investigated on the example of the influence of the socio-political situation in Afghanistan from 1973 to 1978 Revealed the contradictions of Afghan society, the aims and purposes of the confrontation of government and opposition parties. It required an excuse for opposition parties to come forward to overthrow M. Daud and started reforms aimed at the democratic development of Afghan society. The April revolution in 1978 was the result of opposition between the government and the opposition. The contradictions that formed after The April revolution of 1978 and led to the entry of a limited contingent of Soviet troops into the country on April 27, 1979, the reasons and the reason for the Soviet Union's implementation of the Treaty of friendship, good-neighbourliness and cooperation with Afghanistan (1978) are revealed. The article formulates the lessons learned by the Russian society and the state from the events of the April revolution of 1978. The provision by the Soviet Union of financial, material and then military assistance to Afghanistan has revealed the importance of open information to society and the world community about the measures taken by the state, based on the principle of necessity and sufficiency to ensure national interests. Coverage in the media of military operations and the attitude of society to them confirmed the fact that the support of the armed forces by society is a factor of victory and at the same time sustainable formation of value orientations of society. They allow a state to confidently formulate its domestic and foreign policy in accordance with the UN Charter, which provides for the right of any state to request and receive assistance from any other state against aggression. The study of students who are trained in military training programs and cadets of higher military educational institutions of the Afghan experience is extremely important, since the period of formation of the higher military school of the Ministry of defense of Russia will have time to search for young officers reserve and frame their individuality and values.
