В статье определены роль и место международной торговли в системе мирового хозяйства, приведены основные этапы ее развития. Исследованы содержание и маршруты организации и ведения международного товарообмена между государствами древнего мира. Изложены общие теоретические основы, основные формы, методы организации современной международной торговли, совершаемые в ней операции, основные подходы к формированию международной ценовой торговой политики, структурные и качественные изменения ее содержания, основные характеристики и особенности функционирования современной системы международной торговли. Приведены основные показатели, используемые в системе международной торговли, включающие мировой товарооборот как совокупность внешнеторговых оборотов всех стран мирового сообщества, структуру и уровень специализации международной торговли, внешнеторговые квоты, сальдо торгового баланса и др. На основе статистических данных Всемирной торговой организации (ВТО), официальных данных Росстата, Федеральной таможенной службы и Банка России приведены обобщенные практические результаты международной торговли, а также внешней торговли Российской Федерации, достигнутые в 2016–2017 гг. Сформулированы основные проблемы внешнеторговой деятельности Российской Федерации, приведены установленные Указом Президента Российской Федерации от 7мая 2018 года № 204 основные направления решения этих проблем в процессе выполнения стратегических задач развития страны на период до 2024 года. Рассмотрены основные вопросы международного и государственного регулирования международной торговли, осуществляемого с использованием международных соглашений, а также тарифных и нетарифных методов регулирования, являющихся составной частью реализации законодательства Российской Федерации по вопросам регулирования внешнеторговой деятельности, а также торговой политики Российской Федерации. Изложены предназначение, цели, принципы, основные функции и направления деятельности Всемирной торговой организации (ВТО). В выводах обобщены результаты исследований, свидетельствующие об основополагающем влиянии международной торговли на всю совокупность социально-экономических и общественно-политических отношение государств мирового сообщества, необходимости осуществления ее постоянного правового, методологического и организационного международного и государственного регулирования.
The article defines the role and place of international trade in the world economy, the main stages of its development. The content and routes of the organization and conduct of international trade between the States of the ancient world. The General theoretical bases, the basic forms, methods of the organization of modern international trade, the operations performed in it, the main approaches to formation of the international price trade policy, structural and qualitative changes of its contents, the main characteristics and features of functioning of modern system of international trade are stated. The main indicators used in the system of international trade, including world trade as a set of foreign trade turnover of all countries of the world community, the structure and level of specialization of international trade, foreign trade quotas, trade balance, etc. on The basis of statistical data of the world trade organization (WTO), official data of Rosstat, the Federal customs service and the Bank of Russia are summarized practical results of international trade, as well as foreign trade of the Russian Federation, achieved in 2016–2017. The main problems of foreign trade activity of the Russian Federation are formulated, the main directions of the solution of these problems in the course of implementation of strategic tasks of development of the country for the period till 2024 established by the decree of the President of the Russian Federation of 7th 2018 No. 204 are resulted. The main issues of international and state regulation of international trade carried out with the use of international agreements, as well as tariff and non-tariff regulation methods, which are an integral part of the implementation of the legislation of the Russian Federation on the regulation of foreign trade, as well as trade policy of the Russian Federation, are considered. The purpose, objectives, principles, main functions and activities of the world trade organization (WTO) are presented. The conclusions summarize the results of studies showing the fundamental impact of international trade on the whole set of socio-economic and socio-political attitude of the States of the world community, the need to implement its permanent legal, methodological and organizational international and state regulation.
